Dear Mr Javed,
              What we see happening on these fatwas is substantially different than what you are writing.In practice it is enforced with more ferocity than a legal court order.To me it seems similar to the decrees given by Khap Panchayats in Northern India villages where nobody in the village is allowed to deal with the person decreed upon.The spontaneity of the actions are so fast, it is very difficult for anyone to approach courts of laws.Police as usual is inactive.
