The gathering momentum of globalization in the world economy, since 1980,
has coincided with the spread of political democracy across countries.
Economies have become global. But politics remains national. Globalization
constrains both degrees of freedom for nation states and space for
democratic politics. Yet, political democracy could provide checks and
balances *vis-a-vis* markets and globalization.

*Deepak Nayyar* is Emeritus Professor of Economics at Jawaharlal Nehru
University, New Delhi, and was, until recently, Distinguished University
Professor of Economics at the New School for Social Research, New York. He
is an Honorary Fellow of Balliol College, Oxford. He was Vice-Chancellor of
the University of Delhi. He also served as Chief Economic Adviser to the
Government of India and Secretary in the Ministry of Finance.

He has published numerous articles and several books. These include *Stability
with Growth: Macroeconomics, Liberalization and Development, Governing
Globalization: Issues and Institutions, *and *The Intelligent Person's
