Mr. Ketso Gordhan was the Manager of Johannesburg City
from 1994-2001 during which period he transformed the
city aiming to run it on the lines of a business. The
city’s budget, which was in a deficit, was transformed
into a surplus with a complete overhaul of how the
various utilities were managed.
