hi aditi, 
my knowledge of tarun bharath sangh activities is somewhat dated but isnt it confined to the marble quarrying part of sariska in Alwar district ? perhaps one of the issues to think about is what 'scaling' up really means. you could scale up to include a larger territory and then you could scale up vertically to engage a hierarchy of institutions. usually one necessarily implies the other but they are not the same. either way, i guess, analysis would really depend on what you want to do with it. on another tack, i think it might be worth looking at the south african experience in developing water markets. Patrick Bond is one name that immediately comes to mind. he has done a fair amount of work on this issue. But I am saying this really without a good idea of what you are looking for.

I am really curious about your work now. I am only vaguely familiar with the zoning and air pollution controversies in delhi. nothing at all about what the courts are doing. from what i can see, the supreme court has been appointing expert committees in many cases of late, and these committees headed by people like MGK Menon, Rajamani, Bhurelal etc. are operating in a grey area. they are friends of the court and to that extent do not have a lot of powers or resources.But they are appearing as new interfaces between the aggrieved and the state/market.  i dont know if this is good or bad. i have been trying to find out what the emergence of these expert committees really means at this point. i wonder if that connects to your work in anyway. perhaps you could write some more about what you are actually looking at.

Moving on from Switzerland, sre there any examples that people on this list are aware of, of macro solutions to issues such as water, in other developing countries?

industrial pollution (reliant on the idea of zoning and marked by political
conflict)and the CNG case (characterised by scientific disputes and
controversies)in Delhi and would appreciate if others on the list have
views about the theme.
