[Urbanstudy] nurm and CII

Hi All,

Some months ago when the TAG ToR was being discussed on email in Oct 06 ,
Ramesh Ramanathan founder Janaagraha and Chairman rejected the view held by
the MoUD Govt of India (contained in its toolkit www.jnnurm.nic.in ) that
the TAG was meant to promote private sector participation in the JNNURM,
rather mentioning a different ToR based on the MoUDs notification.



But the true picture is out or is it? Janaagraha has "revealed" in its
newsletter of Nov 06 and Dec06- Jan07  that it has entered into a tie up
with CII, the manufacturing industry lobby to prepare a forum / platform etc
for Bangalore. Does this seem to be 2007 version of the BATF? Well, maybe.
Currently Infosys COO Gopalakrishnan heads CII Karnataka. Has this project
has been prepared in consultation with citizens the main stakeholder for
whose benefit it is being pushed? Or to GENERATE acceptability for more
experiments IN URBAN REFORMS? of course all this is speculation since
details are yet unknown. If neither the previous Cong JD(S) government in
2004-05 nor the current BJP -JD(s) one so far has agreed to a new baby
avatar of the BATF what kind of consensus is being created  can only be
guessed at?



It seems citizens have to become customers of city service "development" and
our communities have to become consumers of participation. For the draft BDA
RCDP 2015 in which Janagraha and CII jointly conducted a consultation
process while the BDA itself "displayed and exhibited" maps and not much
information. Background non transparent lobbying is now desperately seeking
the lifting of curbs on over 200 sqkm more land from Green Belt for
developers and real estate profiteers till 2030 they say.



CII is a lobby which has redefined *private –private partnership* (PPP) just
before their Partnership summit in Bangalore on 17-18 January and also just
before the WE Forum at Davos. They are also one of the main lobbies
supporting the *National Urban Reforms Mision*
