[Urbanstudy] proposed new Model Act for BSUP fund

Hi All,

The Ministry of Housing and Urban Poverty Alleviation has prepared a draft
Model law in preparation for the launch of Rajiv Awas Yojana in the coming
months

This is to ensure legal backing for a 25 % share in the annual municipality
budgets for the urban poor

It could be used as a precondition for RAY .
It has taken over 5 years since the launch of JNNURM for the Mo HUPA to put
this as a condition

similar legislative backing is required for the allocation of land for EWS /
LIG in all public or private layouts
