paper,weask whethertheofficialpovertydefinition inIndia gives sufficientattentiontobasic needsinurbanhousing.WhentheIndian
povertylineswereworkedintotheir currentform,the
procedurethatwas used
wasbased onanutritional norm,andit providedsomeassurancethat householdslivingatthe
povertylinewouldhavethemeanstoconsumeaminimallyadequate levelof calories(GovernmentofIndia,1979,1993).Butthedefinition left unresolvedwhetherhouseholds officiallyclassified
asnon-poorwouldhaveadequateresources
onhandtomeettheir non-food
needs,whetherin housing
orinotherdimensions ofneed.
 
Amongallnon-foodneeds,those in housingpresentespeciallyvexingproblems,becausetheterm “housing” isshorthandforanumber ofshelter-relatedcharacteristics
that affectindividualandfamily
well-being.Inadditiontosecurityof tenure,theseincludethephysicalconditionofthedwelling,
whether thehouseholdhasaccesstoadequatedrinkingwater,sanitation,anddrainage,thesocial
andenvironmentalrisks presentedbyanygivenlocation, andthe access toemploymentthat it
provides.Access
toimprovedwaterandsanitationcanhelpin reducingoccurrenceofwaterborne
diseasesand
diseases causedbypoorsanitation.
 
Ifhousing needs aretobeexpressedin monetizedform(as
basic nutritionalneeds
havebeen) then themoneycosts ofthesebundledcharacteristics mustsomehowbeestimated.Drawinguponthe 58thRoundNSSO surveyof
housingconditionsweusearegressionbased approachtoestimate monthlyrents.
 
Weestimatemonthlyrent levelsforbasic-needshousingatRs495perhouseholdbasedonordinary regressionmodelandRs518usingthemedianregressionmodel.Ifwetranslatethesefigures toper- memberequivalents,itworks
outtoRs124per personusingtheOLSresults.Inthecontextofurban
povertylinethe
1962expertgroup(Gadgil
et.al.)madethe followingsuggestion: "Anelementof subsidyin urbanhousing willhavetobeincluded aftertakingRs10per month,or 10percentas the rent elementpayablefromtheproposednational minimum
ofRs100permonth(1960-61prices)."
 
Wearriveatanamountequivalentto22–32percentoftheurbanpovertyline depending onthe methodologyused.Wepresentourresultnotasbeing
definitivebutratheras
anopeningfora broader constructiveconversation
onthemultiple
dimensions
ofpovertyinurbanIndia.
