Dear friends,

*We have all come across instances where people have suffered due to lack
of access to appropriate, reliable and affordable healthcare. Some of us
may also be aware of cases of denial and exploitation. Several of us, who
have worked on health issues, are aware of the ground realities of public
health system in Karnataka. And some of us are working towards policy
changes and make the system and the state more accountable and recognize
health as a right of people.*

The *National Human Rights Commission (NHRC)* in collaboration with Jan
Swasthya Abhyaan is conducting a *National Inquiry on Health Rights
2015-16, *comprising Regional Public Hearings to look at issues in the
health sector such as denial, lack of access, exploitation, abuse and
misappropriation from the rights perspective. The Southern Regional Hearing
is scheduled for mid-December 2015.

*It is an opportunity for all of us to pursue the promotion of health as a
right, based on our evidence, awareness of the last-mile problems and
knowledge on policy gaps. The NHRC had conducted similar hearings in 2004
and the process played a significant role in the National Rural Health
Mission being formulated and launched.*

*Janaarogya Andolana Karnataka (JAAK) invites organizations and individuals
to participate in the state level process in support of the National
Inquiry on Health Rights. *As part of the process, four training workshops
are being conducted to train and orient participating organizations and
individuals on NHRC guidelines, data collection, survey and analysis of
ground information, collection of testimonies, etc. to identify, document
and present cases of health rights violations and push for systemic changes

The workshop schedule is as follows
1. Bengaluru: September 1st & 2nd (Venue: Institute for Youth and
Development, 5th block, Koramangala)
2. Haveri: September 7th & 8th
3. Mysuru: September 11th & 12th (tentative)
4. Gulbarga: September 25th & 26th

These workshops would mark the start of a data-collection process that
would culminate in a State Level consultation to be held around
mid-November. There are limitations on the time available at the Regional
Hearing; hence it is our effort to ensure that the issues prevailing in
Karnataka are brought to the notice of state authorities effectively.

The agenda of the workshop would broadly cover the following

*Day 1: (10-00 a.m to 5-00 p.m.)*

·         Background and introduction to the process

·         Introduction to identified state-level issues

·         Group discussion on selected issues, specific cases and desired
outcomes

·         Film screenings of the 2004 processes

*Day 2: (10-00 a.m. to 4-00 p.m.)*

·         Orientation on tools for data collection

·         Ethical issues and considerations

·         Photo and video documentation - dos and don’ts

·         Finalizing the plan of action and local coordination

*The state level process is being carried out through the collective
contribution of multiple organizations and any support from participating
organizations is welcome. *
