*Smart Bengaluru: IT City to Informed City?*

The first of a three-part series, this seminar enquires into the rationale
and mechanisms of Smart Cities initiatives in Bengaluru, with the intent to
locate the “Smart” in Indian urbanism and to understand the role of
architects, designers and planners in shaping Smart Indian cities. The
Central Government of India introduced the Smart Cities Mission in 2015
with the objective to “promote cities that provide core infrastructure and
give a decent quality of life to its citizens, a clean and sustainable
environment and application of ‘Smart’ Solutions”. The concept draws on the
fields of information technology, open data and infrastructure development,
with a focus on building centralised, efficient urban management systems.
The Smart Cities model also roots itself in local space and society via
concerns for liveability, conservation and participatory governance. As the
title states, this seminar examines the spatial implications of the shift
of smart technology from being a driver of the urban economy to a driver of
urban policy and form in Bengaluru.

The Smart Bengaluru Proposal includes market revitalization, affordable
housing, parkland preservation and integrated transport systems among ten
area-based development projects and a pan-city project covering
citizen-centric e-governance and services. The Bengaluru proposal suggests
that Smart Cities initiatives span the breadth and depth of urban life
through pan-city projects and area-based proposals. This seminar initiates
a dialogue between diverse perspectives on how Smart Cities initiatives in

- respond to existing spatial and social layers of the city;

- address global/ local binaries in the realms of urban identity,
knowledge, culture and space;

- engage with spaces of public life and governance in the city;

- compare with other urban development projects in scope and implementation.
