*Reg.: KUIDFC Consultation on JNNURM on **7^th April 2006***

Dear Mr. Akhtar,

I have received an invitation just now for a consultation on the
Jawaharlal Nehru National Urban Renewal Mission (JNNURM) proposed to be
held by you on 7 April 2006.

I feel that such a consultation would have more value if the KUIDFC,
selected as a nodal agency by Govt. of Karnataka to implement the scheme
in Bangalore and Mysore, were to first circulate a draft proposal for
comments, give a sufficient period for commenting and then organise
consultations in collaboration with local elected governments. Such a
process has been engaged by various commissions, in policy formulation
by various Ministries of the Govt. of India and the National Planning
Commission. Further, the period of 30 days review has become a
requirement per the Environment Impact Assessment Notification for all
large scale urban development projects.

In the particular context of JNNURM where massive investments are
envisaged and the impacts of which would be enormous, I feel a
consultation called on a mere two day notice is unfair to the public at
large.

I therefore request you to consider this suggestion and ensure that the
process is not in violation of participatory norms repeatedly
highlighted by the Indian and Karnataka Government as essential for
effective implementation of projects and schemes.

Thanking you,

Yours sincerely,
