[cr-india] Govt. Licensing for CR

Hi

Wonder if anyone knows how the educational institutions wanting to setup a CR on campus, can ultimately land up with a license for the purpose? I am personally involved in promoting CR and have applied on behalf of 7 institutions already. But the progress has been exceptionally tardy. I find that when the files reach the Home Ministry, it gets blocked over there, for no apparent reason. All we get is that the process is underway. This despite all Police verification, Site verification and Promoter credentials having been completed. Does anyone know the way out of the impasse? What with over 60 applications stuck out there already, and only 2 having been cleared (Anna Univ. and IGNOU).
