Hi All ,

It's very good news that Stalin is meeting with Asha Swarup. Unfortunately,
VOICES can't make Delhi on the 11th . However would like to reiterate the
following suggestions apart from the ones that have already been discussed:

1)More clarity and accessibility as far as the 'hardware'
component in the policy is concerned. If CR, as the policy implies is to
provide a voice to the voiceless, BEL and WEBEL need to substantially
reduce their transmitter costs. We also need to question whether each
station needs a buffer transmitter?

2) The policy needs to be explicit in its stand vis-a-vis dealers from
abroad. Estimates indicate that the costs are substantially less, (even if
we add import duties)

3) Will the policy consider reducing the registration period of an ngo/cbo
to two years in special circumstances ? ie : Those working in the area of
disaster management. Would disaster management not merit consideration of

Mobile transmission?

 4) Could we explore (apart from urging single window clearance) a shorter
license application procedure.

5) Could I and B push for inclusion of community radio as a communication
channel so as to scale their programmes like Nation Rural Health Mission ,
JNNURM etc.

Best

Ashish/Ram
