[cr-india] March meeting

This is on the upcoming CR meetings. I received two notes/invitations
as well, once for Mar 6-7 (UNESCO) and one for something on
Mar 8 (Is this some GoI thing? Can't tell.)

I feel the CR build-up since the policy came out is running the
risk of being too Delhi-centric. Already, the CR forum's inaugural
meet happened at Delhi. It would be much better if a few consultations
were held regionally first and then if necessary, a round-off meet at Delhi
to sum up the inputs. This will enable greater participation at a local 
level,
is more bottom-up, and more in line with the way CR metaphor
itself is. I do realise organising takes effort and money. Perhaps it's
that that skews these things, as always.

I've nothing against the UN-family of bodies. They've been a key source
of support and advocacy to the movement and continue to play their
role. I just feel things are too top-down, even at this stage, post-policy.
Hope the Delhi meeting goes well, and I look forward to the inputs.
