[cr-india] March meeting

As discussed with Sajan, while I will not be able to attend this meeting due
to teaching engagements, a common position can be put forward on behalf of
the forum:

How about we ask for a 3 year waiver on licensing for all transmitters under
5 Watts, at least in rural areas, so that poor communities can try out
community radio, see if they take to it, before investing large sums of
money and time in obtaining a license and running an expensive 100 Watts
station.

Thoughts?
