I think this is a good idea. It's worth asking. The notification bit 
(recording who such users are, how they may apply) and
the spectrum bit will still need to be looked into. This sort of waiver 
will likely help speed-up capacity building and the
worries of just-getting-started-quickly, and it will still let 
programming go live-to-air without having to setup the big stuff.
