[cr-india] Impact Assessment for existing CRS

Thanks for the inputs!

I was just trying to understand as to what all indicators have been already
considered by the CR operators/ agencies and if at all there is a generic
framework that has been developed for the assessment of the same, though of
course the indicators would differ considerably from one place to another.

But that I guess also does not negate the need of having a generic
framework, because for anyone starting a CRS and for the government to look
into it and make policies more conducive to/ and to generate interest
amongst the communities, it is very important that the real "success"
stories are independently assessed. In the presence of a generic framework,
it would be possible to give definitive comparitive analysis of say 2-3 CRS
which have been working, which would bring out the key learnings from those
initiatives and also pave the way for new ones to come up!

As an example impact assessment frameworks have been developed for
e-Governance projects, I guess something similar could be done for CR also,
also cos here the success of the projects, as reiterated time and again, is
not merely on the financial side.
