[cr-india] Community radio: Date extended

To accept applications for CR at the state Information DepartmentIt defies all logic and the spirit of the  'policy' to put deadlines on applying for license. Very clearly the govt is used to "selling" and auctioning the airwaves (and other citizen's resources) that they can't thnik of any other framework to 'encourage' the CR scenario. 

Those  of you in the four revenue division (and elsewhere) who want to apply after the proposed "deadline", because you want to take your time to do your ground work, research technology options, work out community participation and other such mundane things, must go ahead and do so. No one can stop you from applying.

How strange! Why are they putting in this odd
condition? How does it make any difference to anyone
about the date? Does the state government think the
spectrum will be tainted if someone wants to use it
later? I am really curious about the level of thinking
here.
