[cr-india] problem of frequency interference in Henvalvani CR

As I've written to Rajendra, this seems to be a rather peculiar problem.

AIR has set up a number of FM relay transmitters in many states, including
Uttarakhand, but pretty much all of them
<http://allindiaradio.gov.in/wpresources/AIRstationslist.pdf> are 100 watt
transmitters (the same power as CR transmitters) and they broadcast on
100.1 MHz frequency or thereabouts. (FM frequencies from 100 MHz to 103.7
MHz are assigned to AIR).

As for New Tehri (Uttarakhand)

AIR has just installed a 1 kW FM transmitter there, but I don't think it
has been commissioned yet. Maybe they are running test transmissions. Their
frequency is, as far as I know, 101.2 MHz and I can't think of many
situations where 101.2 MHz could interfere with 90.4 MHz. It's quite
baffling. Maybe the AIR relay transmitter is leaking all over the dial. I
hope the more geeky members on this list can enlighten us on this.

About sending letters to AIR, MIB and WPC, I have advised Rajendra Negi to
collect some evidence first. He could, for instance, take a short video
(with audio) of Vividh Bharati service being heard on 90.4 MHz in Chamba
(using a radio receiver where FM frequencies are clearly indicated on the
dial / screen. A car radio should work). That should be reasonable proof.
Otherwise, AIR engineers could deny that such interference is possible, and
it would be their word against Negi's.

Since the AIR transmitter is apparently in test phase, this would be a good
time to sort things out.
