[cr-india] {CRF India} problem of frequency interference in Henvalvani CR

While I am unable to go check out for myself, I think it is very likely that the problem is not one of overlapping frequencies, but of power swamping. 

If the AIR Tx is only 5 km from Hemalvani Tx, basically the 1kW signal will drown out all signals in the same band, even nearby bands, at that distance, even a 50W or 100W signal, if that is what HV is using. This has been witnessed and documented many times in the USA, and was part of the technological basis for the submission that led the FCC to define a category called 'low power radio'. Our movement to create CR unfortunately never took this seriously enough, and allowed itself to accept really badly made rules, that have never made any sense from the PoV of technology. Sadly, and inexorably, technology eventually rides on natural phenomena, not on bucks. 

There is no gainsaying natural phenomena. You can't rule around them through TRAI decisions, or by hiring new engineers. You have to understand them, and work with them. AIR should have some ability to understand why it needed the 1kW Tx in just that spot. Why is it not cooperating with an existing Tx to deliver its content? All this while, for decades, we have been listening to reasons why the CR community should utilise AIR facilities and not compete, where this is feasible. Is it too much to expect two non-commercial public operations work together to deliver communications efficiently? Does AIR want more interference from the Ministry, or is it gearing itself for responsibility? But maybe this whole argument is not fair, if we study the process of licensing the two operations, AIR and HV Txs.

Now, in this case, probably (most likely, we can probably take it for granted) the decision to build the AIR Tx was made many years ago, but progress has been slow (and many decision-makers have come and gone, pretty hard to pin down any particular blame). 

But then why did WPC sanction the HV frequency at this same spot much more recently? Are we to believe they are so incompetent that they do not know about interference? 

Surely not.

We have received the mail below from Rajendra Negi of Henvalvani CR. (I've attempted a loose translation in English for those who don't read Hindi). Sajan
Greetings to all.

I need your help and advice on a problem faced by Henvalvani. For the past three years, Henvalvani has been plagued by frequency over-lapping (interference). Henvalvani broadcasts on 90.4 MHz frequency and All India Radio's Vividh Bharati channel has been consistently interfering with our frequency. Earlier, the interference was limited, but now AIR has set up a high power 1000 watt Vividh Bharati relay transmitter in New Tehri town, within five kilometers of Henvalvani's Chamba station. From 17 December 2014, our listeners have been calling in to inform us that they are picking up Vividh Bharati on 90.4 MHz, and Henvalvani can no longer be heard. Over 70 callers have complained about this so far. 
After a twelve year struggle to set up Henvalvani, we are now faced with this intractable problem. We spoke Prasar Bharati (All India Radio) engineers in Dehradun over the phone, but we didn't receive any clear answers. 
Now Henvalvani can't even be heard in areas close to the station. We have faced this problem (of interference) for three years, but it has become far more acute now. Our listeners feel cheated. 
I request your advice on this. We have a few possible solutions:
1. We can write to Prasar Bharati (All India Radio).2. We can write to the Ministry of Information & Broadcasting.3. We can request the courts to send a notice to Prasar Bharati.4. We can launch an agitation. 
We hope the Community Radio Association and Community Radio Forum will take the responsibility of finding a solution to this issue.

आप सभी को नमस्कार                   कामना करते है आप सब सपरिवार कुशल मंगल होगे। सामुदायिक रेडियो से जुड़े सभी साथियों से एक हेंवलवाणी की एक समस्या साझा कर रहा हूं शायद आप उसके लिए कुछ मदद या सुझााव दें सकें।               हेेंवलवाणी पिछले 3 वर्षो से फ्रीकैवैंसी ओबर लैपिंग की समस्या से जूझ रहा है हेेंवलवाणी की फ्रीकैवैंसी है 90.4 मेघाहर्टज इस पर आल इडिंया रेडियो का विविध भारती का चैनल पूरी तरह बाधा पंहुचा रहा है पहले य​ह कम था और अब हेंवलवाणी चम्बा स्टेशन से मात्र 5 किलोमीटर की दूरी पर नई टिहरी शहर में प्रसार भारती ने विविध् भारती चैनल के लिए रिले केंद्र शुरू किया है जिसमें 1000 वाट का उच्च क्षमता का ट्रांसमीटर स्थापित किया है 17 दिसंबर 2014 से श्रोताओं से फोन द्वारा जानकारी मिली कि हेंवलवाणी का चैनल बंद हो गया है 90.4 पर विविध भारती सुनाई दे रहा है अब 70 से अधिक काल ना सुनाई देने की हमें प्राप्त हो चुकी है। 12 सालों के प्रयास के बाद हेंवलवाणी का प्रसारण शुरू हुआ था और अब ये सारी समस्याओं का समाना करना पड़ रहा है प्रसार भारती देहरादून के तकनीकी अधिकारियों से फोन पर बात की तो बतातें है कोई ठोस जानकारी नही मिल पायी। स्टेशन के आस पास के क्षेत्र में भी हेंवलवाणी नही सुनाई दे रहा है। और पिछले तीन सालों में विविध भारती के दूसरे रिले केंद्र से भी यह समस्या आ रही थी जो अब और बढ गयी है। इस कारण श्रोताओं की भावनाये आहत हो रही है।  
आपसे ये सुझाव की अपेक्षा करते है कि क्या किया जाय 
  आभी हमारे पास कुछ विकल्प है 
1. प्रसार भारती को पत्र लिखा जाय 2. सूचना प्रसारण मंत्रालय को पत्र लिखा जाय3. कोर्ट द्वारा प्रसार भारती को नोटिस भेजा जाय4. जन आंदोलन किया जाय। 

उम्मीद है कम्यूनिटी रेडियों एशोशियेसन व कम्यूनिटी रेडियो फोरम इस बात को अपनी जिम्मेदारियों को जिम्मेदारियों को समझते हुये कुछ पहल करेंगें।
