[Urbanstudy] CDS process

ASCI hyderabad actually used to have a website for CDS on which all the documents and working papers were available. When I interviewed one of the ASCI experts last year, he told me that the strategy was ready. ASCI was trying to sell the idea to the government that implementing the strategy (mobilizing funds) will require facilitation of PPPs and since ASCI has the expertise, they should be given that too as a consultancy project. Well, the government had changed meanwhile and the new government is not interested in the CDS particularly and when I last checked with a senior official, he said, well, the MCH now has the plan so it is implementing it. 
The CDS is a fascinating text because it lays out the entire analytical framework on ranking the stakeholders, how they were selected and prepped etc,  Unfortuantely the working papers are not available on the net anymore. If Bangalore or any other city is going to go through this, it would be worth analyzing this text.  I havent seen the CDS stuff for other cities. But, let me know, if any of you wants it, I can send you a hard copy.
